I know your investments in the big oil are not turning much profit these days, but I take issue with where you’re turning for extra cash. You pull in international students and charge them gargantuan tuition fees, but your screening is weak. This is unfair to the students who are getting crushed by expectations, it is also unfair to their peers and professors. I truly enjoy going to a school with such diversity, but I can’t help but think it is for the wrong reasons. Why must you prey on people? —There’s got to be another way

Dal gets 30% of it’s revenue from the Province of Nova Scotia Operating Grant (the taxpayers) and another 14% from other government grants (again, the taxpayers) for a total of 44% from taxpayers. Student pay only 22% of the annual cost of operating Dal with their tuition fees.
The international fee differential is entirely justified as NS students and their families have been paying to operate Dal for years. Even the NS parents of students who never attend a NS university are paying to operate Dal. If the Dal international fee becomes too high these students have lots of options to attend other universities in Canada/US or their home countries.

I think OP’s point is that in their rush to cash in on international students Dal is accepting international students who should not really be in university. That puts pressure on those students and lowers the educational quality for other people who go to Dal (both local students and qualified international students).
In other words, Dal is letting money get in the way of admission standards.
At least that’s what I think OP was saying.
