Remarks: “Oh, yea, that’s been there for years,” says Richard, over the phone, sounding like he’s chewing on a cigar, with some sort of whirling machine in the background. “Well,” says patrol superintendent Laportno, “people are complaining about it.” Ten seconds silence. “What, you want me to move it?” asks Richard. “You do what you gotta do and I’ll do what I gotta do,” says Laportno, “and whatever happens, happens.”
