On the basis of what you have written it is difficult to say if you are justified in your criticism. Should one be held accountable for past behaviours? How far past? You mustn’t be judgemental. As the Biblical injunction has it, “Judge not lest you too be judged.”
Time to turn the other cheek. No, not that one. The facial cheek.

OP – you can spend you life wishing for ill to befall someone who wronged you in the past.
Or, you can slip the night attendant at an animal shelter 20 bills for the carcass of a newly euthanized large dog, skin it, dress it in S&M clothes and leave it on that person’s doorstep with a sign around the neck that reads “You”.
After that I usually feel a lot better , and no harm done.

Silly OP – you just haven’t lived long enough to realize that life usually hands out these people their just due. I’ve seen this so many times, I’ve lost count. A bully who stays a bully will often end up alone and rightly so. They are no one to envy, for sure. If you continue to dwell on the past, it’ll only be to your detriment.

That bully may have spent their teenage years a bully because they were living through hell at home with abusive or alcoholic parents. Maybe they got theirs for a long time making them become the person they were. Yet today they have grown and changed and become a better person and good things are happening to them because they are working hard.
OP you need to be happy for yourself and let go of the past. Focus on things that make you happy and a better person. Wishing bad things on others and carrying hate around only hurts you. Let it go.
Op… Let it go and stop being jealous because someone who didn’t like you is getting a better deal than you are. You want an awesome life? Earn one yourself.
