You can’t report someone for using a legitimate passing technique to get ahead of you. You didn’t tell us how fast you were going or where you were so i can’t determine if they took a significant risk to get past you or what their reason was for wanting to get ahead. Maybe you had your left blinker on and they were going straight and wanted to be ahead of you. Maybe you were crawling at 30. Maybe they’re insane and stupid. Any of these explanations are equally possible but i’m not sure what law you’re claiming they broke.
