OP, you CAN report people who drive like that – and you should.
This is a good idea. mobile speed bump. unless it is abused, as in this case. Unless weather was a factor. but either way, if you have the bumper sticker, drive the limit. next time get the plate number.
just make sure you pull over to the side of the road if youre making that call on a cell phone. safety first.

The only law regarding being too slow indicates that if you are slower than 30kmh below the posted limit you can be finedticketed but I believe that it only applies to the Highway.
Doesn’t make the guy any less of an ass for wasting time but hey…don’t we have enough people going 20Kmh OVER the limit? Kinda nice to know there are the opposites out there for once…
