  1. Is HRM short of ticketers? I ask because I see the guy doing downtown Dartmouth then boards the ferry to do a session in downtown Halifax, then a few hours later he’s back on Portland St.

  2. A ticketer in Downtown Dartmouth will generate less revenue per hour than in downtown Halifax, for obvious reasons. The private company hired by HRM probably has an incentive clause in the contract, by which I mean if they generate cash above a certain amount a bonus payment will be made to the company. Don’t know if the people in the cowboy hats get a simialr deal. One way to curb the zealots is to fight the ticket all the way, thus requiring the issuer to show up some months hence and attempt to convince the part time judge of your guilt. Jamming the night courts will send a message to HRM.
    I fought my traffic ticket for an alleged moving violation and the cop showed up and left after talking to the prosecutor who then told the judge she would not be presenting any evidence. The cop would have had to lie on the stand, and obviously thought it better to depart the scene. They just play the percentages and hope you will pay or not show up.
