I’m surprised they published this. The City is fucking useless as they allow them to do it. Tourists complain to no avail. They are afraid of looking bad. One of these days, one of them is going to get hurt but that will only cement the City’s position. The worst one is the young woman who claims her medication isn’t covered by welfare and she scams people for the money. Then there’s the long-haired drunk. And “Scooter” seems to walk fine. The businesses do sweet fuck all; SDM must get a cut of the profits. The SGR Business Commission approves of their actions. I don’t know what the fuck is wrong here. We all need to tell them to fuck off… arghhh!
some cities have bylaws for pan handlers. I’m not sure if Halifax is one of them. Perhaps BroTim can chime in on this.
Anyways, some bylaws state that the pan handler must stand off to the side. And, as you are walking by, they are not allowed to step towards you or block your path.
With that said, they are allowed to ask for change, and they are allowed to talk to you, OB. so get over it.
Not one homeless person bummed a smoke from me in Montreal and I even did an experiment one time,opening a fresh new pack in front of three of them sitting on one of the hay bails the city puts out for them in winter months. That right there proved yet again that my home city is full of idiots. People in Halifax will bum a cigarette even to people who do not smoke or even have one lite. Halifax is fucked up! Bad drivers,bad cops,bad bums,bad services and bad taxes.

Halifax has some basic panhandling laws, but mostly to stop the overly aggressive ones.
If you want to be sure your money isn’t wasted, give to charities that provide direct aid. The Salvation army houses the truly needy at the shelter on Gottingen St. Hope Cottage feeds them.

There is no need for anti-panhandling laws. Anything a person does that would be cover (threatening you, harassing you, blocking your way) is already covered by the criminal code. How often do panhandlers in this or any other city actually do those things? RARELY.
Simply saying, “hey, some change,” is not a violation of your rights, nor is it harassment. Get over it. If you don’t want to be spoken to, don’t go out in public.

I fear there is a bit of a supply and demand thing going on. The more generous people are the more young panhandlers want to get in on the act. It may be that people are inadvertently creating new generations of panhandlers that will get drawn into an unhealthy lifestyle. People may be literally killing those young panhandlers with their kindness.

@MethinksYHZ I’m almost certain you’re referring to the same woman who told me a sob story earlier this year about how she had finally got her apartment back only to come back to voicemail saying she has breast cancer and that she can’t afford treatment. I talked to my mother who’s a doctor and she informed me that the breast cancer society pays for treatment and that she was definitely lying. A waste of 5 dollars on my part, but she’ll get whats coming to her one day. I’m from another province and I was recently told that apparently most people who panhandle on SG road aren’t actually homeless and have apartments. Idk if thats true or not, but I’m so glad I moved from that area. Avoiding by those people every day was getting annoying.
On Remembrance Day I saw one of the regular panhandlers behind the wheel at the drive thru at McDs in Bridgewater… In a a newer and nicer car than mine!
