As far as the throwback to whom you refer – some machines come off the assembly line broken from the get go. Unfortunately we cannot predict their actions and terminate them in utero – and we’re far too “humane” (and that’s a definite sarcasm alert) to do the one thing that will prevent them from doing any more damage.

You do understand that life with parole after 25 years doesn’t mean they get out at 25 years. It means that is their first chance to apply for parole. It doesn’t mean they get it and the vast majority don’t. I suspect this guy won’t just as Clifford Olsen didn’t see the light of day.
