That’s not the question at all.
Panhandler’s aside, I have to say that I find that roundabouts make driving through major intersections a lot easier. I have far less fear of someone smashing into me. What took so long?
It took so long because the Panhandler’s tax Credit lobby has deep pockets and a shrill voice.
The answer is simple. The panhandlers will avoid all intersections. They will work the streets found between the intersections, perhaps placing obstacles in the path of pedestrians to slow them down. The more successful panhandlers on the other hand will, no doubt, take up their position at the drive-thru exits as they presently do. The point, of course, is that the construction of roundabouts is irrelevant to the issue of panhandling. It is nearly as irrelevant as the question as to why you find panhandling so upsetting.
Garcon, the learned gentleman from quebec will have the daily special – irony- followed by a slice of crow quiche and a tall, cool glass of pride.

I’m still on the fence about roundabouts…. a lot of the ones they’ve placed in butt-fuck nowhere don’t really make any sense to me.
I support the idea of roundabouts, however Halifax just isn’t designed for them.
In new construction they can be implemented but how do you fit a roundabout into the majority of peninsular Halifax intersections? Tear down historic buildings to make room? I don’t think so.
The areas that truly need a break from traffic congestion were built for horse and carriage. Those spots can’t even have a lane widened let alone a roundabout.
So, the panhandlers will always be a part of Halifax intersections.
PS- While sitting in traffic at Yonge and Dundas I gave away the rest of my roll up the rims to a guy and his girl with a cat. What inspired me was the cat, I’m used to seeing dogs.
