If I was a cop…I’d totally abuse my position, like in Super Troopers.
Relax…I don’t think this is a big deal unless he drove past someone getting stabbed in order to play his joke. No one was hurt and maybe he gave her a ticket to recoup some of the wasted tax payers money.

This does sound a bit ridiculous, but it’s not like there’s crime happening every single minute of every single day in Halifax. Even cops need to take a break every now and then and try to keep things lighthearted whenever possible. Consider it a little morale booster.
Call the station and file a complain against the officer for unjust reasoning behind pulling you over. Report him for stalking you. Throw the arse into the Courts on charges.

He ‘stalks’ her in the same way that she handcuffs him when they get home–in the spirit of fun.

The cop could be written up for … well, being stupid and making a “false” stop.
However, I’ve been told that when people are “arrested” or related – and no charge is laid – that if a complaint is filed against the officer/station, then charges WILL be laid against the “suspect”.
Basically a way for the pigs to attempt to keep face when they fuck up.
Well a friend of mine, many years ago, got married, however I couldn’t get the day off to attend. On my break, I went to the reception, “arrested” him and took him out in cuffs. The guests couldn’t understand why the bride was pissing herself laughing.
If this was in fun, and sounds as though it was, who cares. If not, lay a complaint.
