I did it with a neighbour out here in Fuckville, he repaired old cars in his driveway and it made the neighbourhood look like crap. HRM made him remove the clunkers and clean up his driveway, he didn’t know it was me and HRM called me with follow-ups.
As for the dog – same thing, animal control works wonders.

beware the flying debris. it will come and suck your soul, much like a ginger. you called cops i presume? did you talk to neighbor? if you have done neither, then i would say that you should.
if the dog keeps barking, a friendly visit by the cops will do wonders.
