Same goes for those who don’t turn on their lights in the rain/fog/dark/snow. The lights are just there for you to see the road, but for other drivers to see your car in low visibility conditions!
I am fairly sure that IS illegal, and if the police had seen this vehicle, they should have pulled it over and asked the person to clean it off.
I scrape my windows with an old credit card. Works great. Maybe this broad should try it sometime before somebody ends up being her hood ornament.

Circumstances mean a lot:1) His/her son/daughter was bleeding to death in the back seat.2) (S)he is a midget.3) (S)he is wheelchair bound and finds it dangerous to wheel around on the ice.4) (S)he had their credit cards cancelled and therefore was driving to the store to get a snow brush.5) (S)he was drunk and forgot.6) (S)he thinks it looks pretty.7) (S)he bumped teh hand-brake while having sex and therefor it was acutally not the car that was being driven.8) (s)he was intending to have an accident in order to get their inflated insurance policy.9) He was Percy Paris and he wanted to fit in by being whiter.10) (S)he just had a bad morning and wanted to piss you off.
Sometimes it is hard to tell if someone is being stupid or trying to make a joke in this column. Yes, it is very illegal to not have your car cleared of snow. I have only met one person who has ever been ticketed for it, but ticketed for having some snow on the back window he was.
