How hard can it be to build and run a properly functioning waste treatment plant, seems other cities can do it with no problem? —Holy Crap, why am I not surprised that the Waste Treatment plant failed again?

It was designed to overflow when it rains a lot. So, by design, it is “properly functioning”.
I’m not sticking up for P. Kelly by any means but the system is designed to overflow…it didn’t “fail again”. Now if folks would accept a 250% municipal tax hike so the city can afford to separate the combined storm/sewer lines that run throughout most of the peninsula we wouldn’t have this happening. And don’t forget all of the construction people like the OP would be bitching about; remember Fenwick St over the past 2 years? Think of the Fenwick St hole but on EVERY street on the peninsula. This overflow design has been stated numerous times before by the city and in the news, why does this still shock people? BTW! The downtown facility (one of FIVE on the harbour) is the only one this happens to so all is NOT lost OP.

I think the Mayor should be made to spend the summer inside the pumping station on the corner of Inglis and Barrington.
