to put things in perspective, its like saying that an infant can be killed off, just because he/she cant write Windows XP from scratch after touching a keyboard once.

OP, “SHUT IT” only makes sense if you are referring to something that can be shut, and it usually means the mouth-hole in a person’s face. …but if you meant the window-hole in a neighbor’s house or something, then OK. 🙂
Send them a flowery note that says please keep it down. If all fails, (like above) notify authorities for violating noise laws. Until then, earplugs, shut windows, and television will get you through your day….or you could counteract with some horrendous drumming of your own.
Retaliate with loud organ music, Bach, Reger etc. Early Spanish organ music circa 15th century can be quite piercing. I have a section of my music collection devoted to organ music.
