One has to wonder the thought process of Halifax water commission.

Who there determines where the rain is going to fall, and when is interesting

So given this why is there a ditch tax again —rain

  1. it’s not about rain fall, it’s about rain collection, transfer and dispersion.

try to remove your head from your ass and think beyond yourself and your petty wonder.

  2. This whole ditch tax is really a way to shift that tax burden from the city dwellers to the outskirts. Outside the core, the rain falls, gets absorbed and filtered by the ground. Where absorption does not happen as well is in the city where there is a lot of concrete, asphalt and houses on small lots leaving little green space. So rainwater needs to be collected by sewers and processed. So rather than have the users pay for their system, they are downloading some of the costs to people who may have large wooded lots. And in the recent application to the URB, doing whatever they can to make them pay more by charging based solely on “impervious” area (i.e. larger driveway and apparently house area also part of that).

BS is what this is. The costs should be then based on a percentage of impervious area vs total lot size. Then you’d see city dwellers have 50-60% of their lots as impervious versus some fellow in Yankeetown having maybe 5% impervious area because of a large lot. So, who’s property is really putting a strain on the system?
