it doesn’t matter if it’s illegal…they’ll still do it and kudos to them for thatunderage drinking is illegal and it’s still donedrinking and driving is illegal, people get arrested and it’s still doneriding your bike without a helmet is illegal and people continue to do it

Well, you should all be very happy with yourselves. The passing of such bylaw transforms people who have so much less than you, manners and decent life experience included, into criminals. (You know what happens when you’re homeless and you can’t pay a fine, right?) Pat yourselves on the back! Now the state (cops) can do all the uncomfortable talking for you (i.e. “no, I don’t have spare change for you”).I think the passing of these bylaws shows a serious lack of communication skills in addition to a serious lack of societal tolerance in the greater population of the HRM. What’s next? A bylaw that prevents people from knocking on your door without an invitation? Pathetic! No wonder this is such a hateful place to be. HRM sucks and if you don’t believe me just read LTWWB.

What do you mean we should be happy with ourselves Kay?!? WE didn’t pass a by-law, we didn’t even propose it. All we did was bitch about panhandlers. And some people here are very sympathetic to the plight of the homeless and poor. As I understand it anyway, it only applies to “aggressive panhandling” which would not include people sitting on the sidewalk asking for change….unless I am wrong or misinformed…I have had trouble finding a good source of information on the matter. I don’t such a law really criminalizes the poor. There are a variety of reasons for panhandling, and different methods of doing it. The law is there to crack down on people who pose a genuine nuisance/threat to people and finally gives the police some legal teeth to deal with the worst offenders. I highly doubt that anyone sitting on the sidewalk with a sign and a hat will be affected by this law.

Uttering death threats is a crime so if things are so so bad out there how come existing law isn’t used to crack down? I’ll tell you. It’s because these people aren’t doing anything criminal.This bylaw targets the poor. Period. The teeth laying such a charge brings to law enforcement is to transform the panhandler into a criminal because they can’t pay fines. There you go! Get ’em off the streets. Shovel them off into jail. Good job!
We’ll just have to see if anything is done, hard to say. There are far too many beggars and squeegers around here. What is worse is most of them do it because some idiots around town feel bad for them and give them money (newsflash: anyone can get ratty looking clothes, not bathe or shave). I use the term idiots because they don’t want to think that they are being swindled. The “homeless” guy at Bayers/Connaught has a fairly new car and a house. Some of the squeegers are in apartments. A lot of them probably have more savings than some of the readers here. So don’t try to tell me that they can’t get a fucking job (one reason people give me is “what do you want them to write for an address?” Where they fucking live!). They just CHOOSE not to get a real job. With any luck, they will get a real job; or simply leave here, either way I don’t care.
I know I am a little bit happier now. Two reasons, the new bylaw and Kay is leaving Halifax, Kay leaving has little to no consequence as I am leaving the city too. Hopefully she heads in a westerly direction. It is not her fault, it is her parents fault, cause most Kays I know are ßitches.The annoying panhandlers should not be there for many reasons. They made the city look more dirty and they have no business asking people for money. If they have a mental or physical problem go get it certified and then get the help they need. The help is out there, seek and ye shall find. The rest of the lazy fucks can go get a job like the rest of us slobs. They make the choice to be poor, fuck them. I’ve spoke to homeless kids/people in Vancouver, Toronto Montreal and here in Halifax. I heard a lot of the same shit. The most common reason that I have heard from these lovely individuals is that they choose that life style. A lot of them would chance it if they came into a windfall of money.So again, I say fuck them. If they get their health problems certified Canada will help them. As for the rest of those social fuck-ups go get a fucking job. I hope they clean this type of trash out of the city.

its funny, i said i was living at a homeless shelter as a social experiment…. if you think the homeless haev a shot here, that was a few years ago. To those that called bullshit on me….. about how it is run…Metro turning point has turned into a drop in center. There is only 4 staff from 2 years ago as many quit at the bullshit policies there. The residents are able to shoot up and syringes are now found in the bathroom. The person that was making a difference there, got fired because of it. The social workers James (something or other) he quit……homeless people in this city are in no jeopardy of shit. They will be inconvienced for a while, but in a few months, this willl be back to normal.
And I say again Kay, there are productive, profitable and non-aggressive ways to panhandle. These people will still be just as visible and not locked up as before. All those able-bodied squeegee kids will have to find another way to panhandle or earn money. The law is there to discourage people from harassing others, not to throw poor people in jail. And Halifax is not even close to a police state. Get real. There are a lot of people in this city who come from actual police states and would find your comments rediculous. Last I checked, you were still free to lobby the government to NOT pass the by-law and you still have the freedom to publically and personally express your disgust with such a law to the actual lawmakers without fear of retribution. In fact YOU are the one who has the most power to respond by voting these people out next election. If you are unsuccessful, maybe it is because you are in the minority. That’s democracy, NOT a dictatorship, communism or fascism or a police state or whatever other inappropriate term you would like to use to express your dissatisfaction with the current by-law.

Scott, I have to disagree with you, I hope Kay just keeps heading East.I don’t really mind squeegee -ers, as they’re at least doing something to make some cash. Panhandlers however, just piss me off. Why should I give the money, that I worked hard for (and was taxed through the ass) to someone for nothing? Especially when odds are good it’ll get drank/smoked away. There are too many people working hard and struggling that need help for me to worry about lazy fuckers.
When the state tells you how to think, act, everything, you find yourself in a police state that YOU invited within our democratic system so that you didn’t have to actually communicate with a “lesser human being”. My bitch here is that we should be able to communicate such trivial things to each other and NOT have to create yet another bylaw to tell us dumb Canadians how to behave. My bitch goes further to say we all ready have laws that are not being enforced that might deal with the problem (jay walking, loitering, criminal harassment, littering, vandalism, etc). Instead of enforcing these laws we create new ones ever tightening the noose around all of our necks. If you can’t see that… I don’t know, go back to school and study how the Soviet Union ADORED their beloved leaders then realize this is YOUR Canada that’s being shaped here. The state has always told us how to act, they’re rules known as laws. You’ve got no clue if you think this is a police state. If this was a police state, you’d have someone tracking your IP and throwing you in a cell. All news media would be controlled by the state. Everything would be censored. Clearly, again, you’ve got no clue.But the bylaw is pretty ineffective. But that’s more from council being ineffective and loving regulating everything, which is par for the course with those clowns. The could have just directed the police to enforce current laws. But really, the cops have better things to do in this crime ridden town.
Pete, I don’t agree. Societal opinion is not easily expressed by the state even in the best of democracies. This bylaw is a tool for society to threaten the safety of the hopeful homeless and squeegee kids as it is a tool for the state to convert the homeless into criminals. As a free thinker in a free country I’m not really interested in having the state tell my children what non-tolerance they should have toward others less fortunate than us; that they should assume this holier-than-thou I-got-the-law-on-my-side cowering attitude when approached by a stranger wanting a handout.I’d rather my children decide for themselves how to properly handle such a situation rather than blindly accepting state-dictated values (treat them like criminals). On a more practical note, if these people do receive fines and they don’t pay them and they end up in jail for non-payment it costs all tax payers more to rehabilitate them and not just the non-tolerant, unable to say no, can’t see that far down their noses (minority elite) complainers.Food for thought, Pete: What do a police state and gun registries have in common? Consider the voters thinking they NEED policing so they vote it in (fear of terrorists, fear of stinky homeless bums, etc). Is it still a police state when chosen by the “majority”? Yup.
