Not a man at all. Something lower than an invertebrate, with no place in the food chain. The kind who gets bitten and demands the dog be euthanized.

so will your friend report him? or just complain to fb friends? someone has to DO something when things like this happen. a guy kicks a dog – report him if you cannot stop him yourself. a woman smacks her kid across the face – report her if you cannot stop her yourself. at least speak up while its happening and make them realize it is not sanctioned by peers.
animals, kids are helpless. if two adults want to pound each other i won’t interfere.
