Concert loan scandal documents

How the money flowed between the city and TCL.

In the public interest, I'll post all the concert loan scandal documents I have for readers to peruse on their own.

First, is Cathie O'Toole's memo to city council's audit committee, which originally revealed the existence of the improper loan arrangement.

The Attachment C to that memo is a schedule of the loans made in 2010, with their authorization dates.

The 2010 authorization letters and emails are as follows:
A January13 email from Wayne Anstey to TCL's Grant MacDonald. authorizing $400,000 in advances to Power Promotions.
A March 29 letter from Wayne Anstey to Harold MacKay establishing a $500,000 advance to Power Promotions. The letter is in the form of an agreement signed by MacKay.
A June 24 email from Wayne Anstey to Robert Kanchuk, the controller at TCL, authorizing and advance of $600,000 to Power Promotions.
A July 16 letter from Anstey to Mackay authorizing $500,000 in advances to MacKay. The letter serves as a contract, which is signed by MacKay and Edgar Goguen.
A July 21 letter from Anstey to Mackay authorizing the final $400,000 in advances to MacKay. The letter serves as a contract, which is signed by MacKay and Edgar Goguen.
