Last Thursday morning was a crystalizing moment for my understanding of Halifax. A crowd of more than 300 people, overwhelmingly male and exclusively white, besuited in the attire of folks who consider themselves movers and shakers, had gathered at the Neptune Theatre on Argyle Street for a masturbatory celebration of the imminent construction of a new convention centre in the rubbled lots kitty-corner from the theatre.

There was no new information provided at the wankfest—developer Joe Ramia “announced” that the first tenant of his Nova Centre would be…drumroll…the convention centre, which everyone knew anyway. But the crowd gave him a standing ovation all the same.

I expected that. The political and business classes in this town are convinced the convention centre will bring untold wealth, and so Ramia will be forever feted, whatever the reality of Halifax’s economic future.

Next at the podium was defence minister Peter MacKay. You’ll recall that last year, when he announced $51.4 million in federal funding for the convention centre, MacKay said that it would “take the ‘no’ out of Nova Scotia.” Thursday, he doubled down on the rhetorical stupid, telling us that “When we build it, they will come.” He was rewarded with a standing ovation too.

Then came premier Darrell Dexter, who mumbled some unremarkable words that no one could recall 10 seconds later, but what the hey, after the feds’ contribution, the province is ponying up half the convention centre costs, so Dexter got a standing ovation too.

Finally Halifax mayor Peter Kelly rose. As he spoke, I wondered: would he also be rewarded with a standing ovation?

Kelly was, after all, complicit in the concert scandal. In violation of the city charter and the accounting principles, democratic rules and transparency that the business class supposedly values above all else, Kelly improperly loaned $5.4 million in taxpayer money for a dubious scheme to back up a failed concert promoter. Taxpayers lost about $400,000 in the process.

Moreover, all on his lonesome, Kelly had transferred over $160,000 from a dead woman’s bank account, to accounts he and his sons controlled privately. In September, a judge will begin to decide just how improper that was, and what should happen to Kelly. But surely the business class of Halifax wants their own estates to be handled in a legal and ethical manner, and must be worried that papering over Kelly’s involvement in the Mary Thibeault estate would set horrible precedent.

After Kelly wound up his remarks Thursday, there was a brief moment—half of a second, maybe—of hesitation. But first MacKay, then Dexter rose to applaud, and the rest of the 300 followed suit, making their mark in history.

It is now etched in stone: The business and political class of Halifax will forgive any transgression, overlook any crime, so long as the perpetuator pushes public money in their direction.

We can argue over whether or not the convention centre will make us economically bankrupt, but thanks to the standing ovation our business and political leaders gave Peter Kelly, there’s no debating that this town is morally bankrupt.

As for the economic side of the convention centre, it’s apparent that the city will lose at least $3 million a year, while $5 million is likely, and it’s not out of the question that the actual number will be as high as $8 million. That’s “affordable” in the sense it won’t actually bankrupt the city, but that’s $3- or $5- or $8 million that won’t be spent on cops or firefighters, on transit or recreation, on parks or potholes.

It’s harder to calculate the cost to the province, but whatever it is, it’s money that won’t be going to those on social assistance, who aren’t getting the sort of increases that would keep up with inflation. It’s money that won’t go to re-hiring the youth mental health workers who were just laid off for lack of funds. It’s money not going to fund housing for those living on the streets, or to clear the three-year waiting list for addiction services.

Like our decisions about giving standing ovations, our decisions about spending public money demonstrate an ugly truth about this town: Halifax is morally bankrupt.

  2. Political patronage in action. Yes, it will create a few jobs, and there will be some benefit to private business (notably to the developers of the Nova Center project). These ‘benefits’, however, can hardly justify such a large expenditure of public funds. In a democracy there must not be room for the Liberal and Conservative and NDP style cronyism between corporate business people and politicians; else one has to call it plutocracy – rule of the rich.

    Same old crooked group of old money families & the political lapdogs who get elected and ‘remember’ where the money they needed came from ! WHile the stupid sheeple who vote these lap dogs in & always refuse to take to the streets or even to vote against them & their so called “Party” when they are caught red handed stealing from us !

  5. Excellent expose Mr. Bousquet but you and your paper seem to be the lone voice in the “shit pit” that is Halifax, to quote one of your supporters. Since you have done your research, let me ask you ~ What kind of HRM council is this? Is the Ombudsman also in collusion? Public Guardian Trustees? Is there a taxpayers coalition or business improvement association? Is there even ONE politician with a backbone to take a stand or run against this Mayor and this Premier? The people of Halifax will better serve themselves to remember where THEIR tax dollars are being wasted, lost and stolen when the next local, provincial and federal elections take place, and VOTE ALL OF THESE CROOKS OUT OF OFFICE! That finally happened in Toronto with the election of Mayor Rob Ford by a substantial margin, in October 2010. Ford is not the most articulate or savvy kind of guy, but he’s honest & down to earth so the average joe could relate to his platform and knew it wasn’t just lip service. He campaigned on respect for tax payers, cleaning up the attitude of entitlement at city hall & unions being paid upwards of 25% more than the private sector, stopping the “gravy train” and finding efficiencies to balance the budget to control the deficit, without increasing taxes every year! Sure it’s an uphill battle, but it just takes ONE person to step up before others will show up to clean up the corruption. So it won’t happen overnight ~ but look at the alternative! If NOBODY stands up against the morally bankrupt, it is the city, the province and ultimately the people who end up bankrupted! IMHO that is just wrong, and way too high a price to pay. If we’re not part of the solution…. we ARE part of the problem ~ and it never gets any better.

  6. Just take note of the attendees at this assembly. Just like the gathering of crows around a dead carcass led by the master crows Dexter,MacKay, and of course Rama. Good cheer all around, back slapping galore, and visions of dollar signs dancing in their heads. Meanwhile the persons paying for all of this chicanery is denied access, no stinking unwashed allowed here, just leave your dollars at the desk, we have hoards of civil servants just waiting to take your treasure. I hope that you do not feel slighted because all of this is done for “YOU”. Freddy Macgillivray is not the only one looking for a million dollar pension there are hoards where he came from, this is just a small cross section, now pay up.

  7. DMT- is thinking along the lines of the Hitler plot. We invite these free loaders to a luncheon we know they will all show up as that is what free loaders do. Have a person leave a brief case adorned with dollar signs but loaded with explosives. When the greedy hands start tearing at the briefcase-boom- send in the clean up crew, make them civil servants as they are experts at making something out of nothing. It will be a test to see if they are as clueless as they appear. Or we can just vote them out next time around and hope that the “B” team has some morals and vision.Tall order.

  8. Thanks so much for the post. Moral bankruptcy is the worst kind. Without moral standards, our societies will crumble and fall. It’s only a matter of time before the entire world becomes corrupt.

  9. @ Ginger & Harry… sadly, I cannot even muster the will to attempt to launch an argument against either of your statements!! I do agree that CHANGE is long overdue here, a tall order to be sure, yet cannot allow myself to let this deep rooted corruption continue due to ignorance & apathy. Those currently in power have repeatedly demonstrated their lack of morality & abuse of office with impunity … but that doesn’t mean they won’t have to answer for it this time! The electorate who hasn’t bothered to vote or even follow the candidates for council and the Mayor’s seat in past elections MUST do so this time. Then EVERYONE has to get out and VOTE to make that change happen. Otherwise, history repeats itself, repeats itself, repeats, repeats, repeats…

    • HRM has locked up Brindi TWICE for far too long, with NO real reason!
    September 27th marks the day HRM seized her again in 2010 – two more years in which HRM has isolated Brindi in a kennel, without any visitation from her beloved owner.

    • HRM claims Brindi is a threat to public safety, yet she has never attacked a human or inflicted serious harm to any dog. The Supreme Court found in her favour, yet the HRM has ignored their decision and tried to have this dog put to death!

    • HRM has never had her behavior assessed by an expert, while a series of independent assessments done for the court since 2008 radically contradict HRM’s claims. Even Brindi’s captors like her!

    • HRM has singled out Brindi not because of public safety, but for revenge, having lost in court twice – in 2009 and 2010, AT GREAT EXPENSE TO TAXPAYERS!!

    • On June 26, a local judge gave HRM the power to decide what to do with Brindi, instead of upholding the previous Supreme Court decision, releasing her to Francesca. Even with an appeal pending, HRM could easily allow her to go home, to a foster home, or out of HRM altogether. But it failed to do so, nor make any decision, thus vindictively holding her IN LIMBO!

    • Meanwhile, Brindi’s vet says she needs regular veterinary monitoring to insure against chronic illness. But HRM won’t allow it, despite NOT costing the municipality anything!

    Help us send an urgent message to HRM to stop harming Brindi and clean up its act now!
