REMARKS
Like its counterpart across the harbour, the Dartmouth plant
continues to have its problems, and Halifax Water has declined to
accept the plant into its system until they’re fixed. The foam is
unsightly, agrees Arora, but doesn’t pre-sent a health problem. The
high bacteria levels, however…
