Who could have predicted that HRM’s non-policy of arbitrarily giving financial support to some for-profit promoters to put on concerts (e.g. Rolling Stones on the Common) and to denying it to others would lead to problems? Well, I could have, that’s who.
I’m not saying the city shouldn’t support concerts at all— I’m saying the city should have a written policy on how it decides which concerts it supports. And, “wouldn’t the Stones be cool?” isn’t good enough.
