Some people have different tolerances for heat and cold.
Not sure why you’re so concerned with what other people wear.
As my little sister likes to tell me, there’s always that one badass during the winter who cranks the window open to let the freezing air in as they sit there in their shorts, crop top and yoga pants. But if they aren’t forcing you to dress as they do, just let them be. Maybe they don’t have far to go. Maybe it’s what they can afford. Maybe they just aren’t as sensitive to the cold as other people.
