It would be nice for the people who commute daily to have that easy access bike parking and not have to carry bikes up stairs every day. It’s very unlikely they will see this bitch. Why don’t you leave a note on the bike or on the bulletin board in the building. Ask very nicely if they can do you a big favour and store their bike inside. Explain that you are a daily bike commuter and that you would love to be able to use the outdoor bike parking. If it was me I would be more than happy to comply with your polite request.
