COPD may be the cause of the constant cough. I know a few people that have it. Although it’s annoying to listen to they really can’t help what they have now.
My dad was diagnosed with COPD last year from second hand smoke (musician who worked in smokey bars). He would be coughing constantly — and would be up at like 3am in the bathroom coughing his guts up. It was annoying as FUCK, but he couldn’t help it.
Fortunately (heh), our fill in doctor was a dope and misdiagnosed. He actually has the azz-mar and was put on puffers that virtually eliminated his coughing.
The coughing might be annoying (I know it was for me – my bedroom’s right by the main bathroom and the walls aren’t exactly thick in my apt), but the person coughing can’t help it and a “cough drop” probably won’t do the trick. And if you say anything critical you just end up looking like a douche.
Some people actually have health conditions that aren’t treatable with a “cough drop” like COPD, cystic fibrosis and chronic bronchitis. I know this because I suffer from bronchitis that is aggravated by cold weather – last year it was misdiagnosed and I spent December-May coughing until I saw stars some days. I still had to work, and since I was doing public education I’m sure I had visitors like you OP who thought I was being mean and infecting them but I couldn’t help it.
Other things that can irritate lung conditions include secondhand smoke (even outdoors), strong perfumes, dry air and humidity.
I’m healthy and rarely get sick, but when I catch a cold, sometimes I’m out of luck. I’m allergic to cough medicine and cough drops. (most cough drops) there are natural alternatives obviously.. But they’re gross. I normally just take “AirBourn” which boosts my immune system to fight off whatever it is I unluckily caught.
