Why?
Wouldn’t that be the healthier alternative?

Like some public policy, this bylaw is meant to placate a small minority. Don’t allow it to consume you.
I imagine we will not experience a police state. There will probably be a few reports of people breaking the BYLAW (caps used as emphasis) and being schooled or fined. I can’t imagine that the number of bylaw officers will uncover every smoker/toker. I don’t smoke tobacco any more but I do smoke weed. I’ve smoked it discreetly on the streets for 40 years now and no one has bothered me yet. I was approached by a security guard last year because I was “smoking” in a parking garage. He reminded me of the bylaw; I reminded him that I wasn’t harming anyone; I acknowledged that he was simply doing his job, that it wasn’t a big deal and was happy to comply with his request. I went one way, he went the other and no one cried.
I would suggest that people email city council to remind them that Reefer Madness was a farce though.
