Well OB, maybe his/her axle snapped or perhaps a wheel bearing or brake caliper seized, in which case pushing without the help of a tow is all but out of the question.
As you no doubt creeped past this poor soul at a brisk 15-20 km/h, did you perhaps ask what the issue was or offer to help him/her push the car off to the side?

Possibly GV but maybe the steering was, ah, fucked!
Actually GV, on some vehicles, like those with AWD, if the car doesn’t sense torque on all 4 wheels, (which would happen with a broken axle), the car will not move. The same for a car with a helical limited slip differential. The diff requires at least some traction/resistance on each drive wheel in order to transfer torque. With a broken axle, the resistance/torque on one drive wheel is absent, so the diff cannot transfer torque to the other wheel and the car won’t move.
Regardless what the reasons were, (we will never fully know), my point was that the OB (you?) could have taken 3 minutes out of their precious time sitting in stop and go traffic and seen if they could have maybe assisted this person, (i.e. help them push it off the road thus opening the lane making it a win-win for EVERYBODY.) The OB was just sitting there anyway. Unless they were physically unable to, why sit there getting increasingly more frustrated and pissed off at a problem with such an obvious and simple solution? I don’t get it.
Sometimes when you breakdown you can’t control where your car stops.
