It IS gross. No one wants to see another human’s half naked body out and about downtown. There is a time and place; a beach, a pool, their own backyard, but just because its legal to walk around topless doesn’t make it the decent thing to do.
If you’re out and about without a shirt – and you would be turned away from every store for no shirt – take a hint. You’re not fit for the public. No one needs to see that on the city sidewalks.
