Togo or not Togo

So I was so excited for Benjamin Boukpeti who got a bronze for individual slalom kayaking, the first EVER Olympic medal for Togo. Yeah Togo!

Ah. Then I read that Boukpeti wanted to compete for France (he was born in Paris), but he had shoulder surgery and I guess, had to settle for Togo, where his dad is from. Boukpeti has only been to Togo once. As a baby.

Is it just me, or is this wrong? Shouldn't you have to live there for, I dunno, a year or so? I know there's a German basketball player who doesn't speak any German... It makes all that flag-waving and warm patriotism seem kinda lame.
