Remarks: We leave a voicemail with the feds, but they don’t return our call. Pity. Undaunted, we talk to Brian Robarts with the city’s Right of Way services. Robarts vows to send out an inspector on our behalf and try and get the offending contractor to clean up their mess.

Who's Responsible?: The federal government, via Veterans Affairs. (866) 522-2122.
