Many of us had given up hope that the harbour clean up project would ever start—let alone show any improvements—in our lifetime. For most of this year, the project continued to languish in bureaucratic development hell. Things looked especially bleak in the summer when a contract between the city and the consortium hired to build and operate the treatment facilities unravelled. But since then a new contract has been signed and the final plot of land has been purchased. And so, finally, at long last, it seems that things are set to begin... but then of course we’ve heard that line before.
