Phat Luong is the owner of the little barber shop that could. The tiny place on Windsor Street may not look like much from the outside, but Luong keeps his loyal customers returning. Rumour has it he’s not just a barber, but a pretty good storyteller as well. “My customers, they enjoy the conversation and stuff like that,” says Luong, who has been cutting hair in Halifax for more than 22 years. “They seem to come back most of the time.”
