"Where a roadway has a bicycle lane for bicycles travelling in the same direction that a cyclist is travelling, the cyclist shall ride in the bicycle lane unless it is impracticable to do so."
And 171(4) on riding to the right, paragraph (d) says
"encountering a condition on the roadway, including a fixed or moving object, parked or moving vehicle, pedestrian, animal or surface hazard that prevents the person from safely riding to the right side of the roadway"
as mentioned above, gives bicycle riders the right to take the lane.

"Kick every guy out of fourth year" - might as well, because if Dal doesn't do any expulsions, I don't see how any Dental Practice would hire any male student within the next 4 years.
If I were one of the "good" male students I would be pushing for expulsion of the "bad" in order to save my own career.
Professional schools have a responsibility to produce graduates that uphold expected conduct of said profession. If Dalhousie forgoes that responsibility then they ought to lose the ability to grant such degrees.
Dalhousie has two options; A) expel the students or B) close Dentistry and consider Law and Medicine to go next.
