Ah never mind, it only applies to land-lease communities (A lot, piece or parcel of land where two or more occupied manufactured homes are located for a period of ten days or more.) - basically a mobile home park.
Access Nova Scotia should make this a bit more clear on their website, rather than making users search for definitions. I'm sure I'm not the only one that has come to wrong conclusion because of the way this is presented on their website.
