I've been living at Harbour View since last July. The parking policy is nothing new - they've only recently hired an outside company to actually enforce it. I got my notice about it weeks ago and you can always get a free visitors parking pass from the rental office (which is always open on weekends) -I often do when my boyfriend is able to borrow his Dad's car for the weekend. Anyway, the building has a horrible rep due to it's previous management, but I will say that CAPREIT is the best property management company I've rented from in Halifax (with the random Mom and Pop management companies in the student ghetto being straight up slum lords and Killam being 100 times worse than those). Any time I've had a problem, CAPREIT has dealt with it quickly and professionally which is a hell of a lot better than can be said for the other companies I've rented from. Just because they weren't enforcing the rules earlier, doesn't mean they didn't exist. IMHO, anyone who has had to pay to get their car unbooted should really just consider themselves lucky that they got away with parking for so long - esp. because it's not difficult to get a parking pass. Just my two cents... you can either take it or leave it.
