    Hi! I wrote the article so I'll try to explain.
    These organizations like Bryony, Phoenix and Adsum also have long and short-term housing programs. So, while the cups aren't a great option for people living in shelters (and often don't have permanent housing and access to private washrooms to clean the cups), there are many women and families living in longer-term facilities who can use the cups and greatly appreciate the donations!
