Stop blaming the police for societal issues

It's a very tragic and disturbing situation with the alleged rape and subsequent suicide of a young girl. But why is everyone pointing the finger at the police? There was no rape kit done, no witnesses, no confessions, no statements. Our justice system requires evidence, without that, the police can lay no charges and the courts can do NOTHING. I understand everyone is in a high emotional state but can we stop blaming the police for an issue we as a society helped create?
