Don't block the intersection in a traffic queue

So I'm driving in West End Halifax during rush hour yesterday evening, and, as expected, traffic is heavy. What I couldn't believe were the number of cars that entered intersections without being able to leave due to queued traffic, thereby making it impossible for someone to complete a left turn. In several cases cars were still blocking the intersection after the lights had changed to red, so now the other road through the intersection is blocked... What's the difficulty with a little forward thinking and consideration?
