Rebecca O’Quinn’s tattoo style—softly shaded yet crisply outlined, with a penchant for romantic, tumbling florals—explains for itself why this is her second year cribbing the Best Tattoo Artist title. But O’Quinn still greets the call with disbelief: “It makes me feel like less of a loser,” she laughs. “It’s basically all I do. I work really hard,” she adds.
