Hey, if I see someone talking on a cell phone while driving I think, fuck, what a schmuck, but there isn't a whole lot I can do about it because you can't always see a license plate and really, who could be bothered to report every time they see someone on a cell phone while driving... Except you happened to be driving a Canada Post van on Herring cove road and were turning down Old Sambro Road while yapping on your cell phone. So, there IS something I can do about it.
