Stop Breeding?

I was driving behind you on quinpool yesterday and noticed the Rainbow Flag above the license plate. No big deal. Show yer out and proud and all that, its cool.

But then I noticed a sticker above it on the trunk: "STOP BREEDING".

Really? Not quite sure how to take that one.
