Downtown business association blame poor
The downtown business association - not the whole downtown but Barrington St. are blaming panhandlers for lack of business success - give me a break - Spring Garden Rd. (different association) has plenty of panhandlers and plenty of business - what the downtown business association needs to do is develop a better business plan and stop blaming the poor for poor planning
