It is a sad state of affairs when an ordinary person like myself, sides with the criminals. I would advise to go the election route, but this department of provincial government needs reform , big time.They treat the people they are suppose to care for like garbage, I don't know the details of Mr Dixon's rage, but I bet he had valid reason for his frustration, he is likely just another ignored client.
Department of Cruelity Services would be a more befitting name.
