Sidewalk hogs

I have never had a problem with people standing on the sideway smoking but when they look at you as you are walking by and don't move, that upsets me. Have you ever tried walking down Ochteloney in the morning and there are at least three or four people

I have never had a problem with people standing on the sideway smoking but when they look at you as you are walking by and don't move, that upsets me. Have you ever tried walking down Ochteloney in the morning and there are at least three or four people standing in from of the Maritime Business Academy smoking cigarettes and you practically have to go over them rather than around. No one wants to move, I don't think its right that people have to smoke on the sidewalks but at least have the courtesy to move aside when someone is trying to get by.
