I'd like to know why flashing arrows for left hand turns on busy intersections are disabled at certain times of the day and night.

I live near an intersection on upper Lacewood Dr. (near the 102) and both intersections leading to my residence have flashing green arrows for left hand turns. Both are disabled during rush hour traffic and enabled during the day (for shoppers' convenience I assume). They also very often are turned off on weekends when the traffic is most congested with shoppers heading up to Bayer's Lake S.C.

On any given day, both intersections are blocked by stupid people who do not understand that they should leave room for alternative traffic and NOT block the intersections.

I've complained to the proper authorities to no avail. Sometimes I wonder if the city planners ever have to actually drive in this god-forsaken city.
