The longer Linda Mosher is on council, the more enigmatic she becomes. We can't ascribe any coherent political ideology to her, nor can we say what else might motivate her. That's not necessarily a bad thing---each of the issues she embraces can be understood on their own terms, but it's just, huh, Why is she doing this?
Take her pet cause, city-provided plowing of sidewalks, which she has managed to get passed as policy. Reasonable people can disagree over whether this is needed. But this seems like an issue in search of a problem. Already, about half of HRM residents have taxed themselves via area rates to get the service. The residents of Mosher's district could've done the same, but instead we get one blanket policy. Why?
