The Public Service Commission reported that during 2006, appointments to senior government positions were "unsatisfactory" or inadequate in 179 out 348 cases. In 1/3 of these cases merit was not noted, there appeared to be a favored person; or, there was no assessment of qualifications.

The report concluded that. "Without the necessary evidence to show why particular (people) were appointed, neither the deputy heads nor the (Public Service) can be sufficiently assured that merit was respected and that the processes were fair and transparent."

Senators. Need I say more?
