Posted by Tim Bousquet on Wed, Nov 5, 2008 at 2:50 PM

"The decision means most Nova Scotia Power customers, including residential and commercial customers, will experience a rate increase of 9.4% on January 1, 2009. The overall average increase across all classes will be 9.3%" Im curious to who isn't included.Public services such as hospitals?
